Start with the workload
List the applications, browser use, video calls, portability and expected life of the devices. This converts vague requests into a minimum processor, memory, storage and screen requirement.
Define acceptable consistency
Ask whether every device must be the same model or whether an agreed range is acceptable. Confirm keyboard layout, charger type, wireless capability and connection ports.
Understand cosmetic grading
